Quick guide: Manufacturing SME ke liye Section 100E eligibility, turnover categories, normal aur final tax comparison aur three-year option samjhein.
SME tax relief kis business ko mil sakti hai?
Pakistan mein har chhota business income-tax law ke liye SME nahi hota. Section 2(59A) manufacturing activity ko section 153(7)(iv) ki definition se link karta hai aur annual business turnover ki maximum limit PKR 250 million rakhta hai. Sirf kam sales, small office ya SMEDA ka naam use karna eligibility prove nahi karta. Trading shop, consultant aur service provider ko manufacturing SME rates automatically apply nahi karne chahiye.
Definition ka important proviso yeh hai ke turnover PKR 250 million se exceed kare to us tax year aur subsequent tax years mein SME qualification nahi rehti. Agle saal turnover kam hone ko automatic re-entry na samjhein. Manufacturing process, previous turnover history aur registration ko ek saath review karein.
Registration aur do turnover categories
Fourteenth Schedule ka rule 2 FBR Iris ya SMEDA ke SME registration portal par registration require karta hai. NTN ke saath relevant registration evidence, production details, sales ledger aur annual accounts maintain karein. Section 100E qualifying SME ki tax computation is Schedule ke mutabiq karta hai.
- Category 1: annual business turnover PKR 100 million tak; normal regime mein taxable income ka 7.5%.
- Category 2: turnover PKR 100 million se zyada aur PKR 250 million tak; normal regime mein taxable income ka 15%.
Turnover category select karta hai; normal tax rate taxable income par lagta hai. Sales ko profit samajh kar 7.5% multiply karna galat result de sakta hai. Exactly PKR 100 million Category 1 hai; exactly PKR 250 million Category 2 ki upper boundary hai.
Final tax option: sales par rate aur three-year commitment
Rule 4 ke option mein Category 1 ka final tax gross turnover ka 0.25% aur Category 2 ka 0.5% hai. Option return file karte waqt exercise hota hai aur teen tax years ke liye irrevocable hota hai. Sirf current year mein kam amount dekh kar decision na karein: future sales, margins aur records ki quality bhi assess karein.
Worked comparison: PKR 80 million turnover
Assume ek eligible registered manufacturer ka turnover PKR 80 million aur law ke mutabiq computed taxable income PKR 4 million hai. Category 1 normal computation: 4,000,000 × 7.5% = PKR 300,000. Optional final computation: 80,000,000 × 0.25% = PKR 200,000. Difference PKR 100,000 hai, lekin final option ka three-year effect decision ka hissa hai.
Agar isi turnover par taxable income sirf PKR 1 million ho to normal figure PKR 75,000 banta hai; final figure PKR 200,000 rehta hai. Yeh illustrations regime comparison hain, paid withholding adjust karne ke baad payable balance ka certificate nahi.
Exports, withholding aur minimum tax
Rule 6 SME exports ko rule 4 rates ke final regime se deal karta hai. Rule 7 qualifying SMEs ko section 113 turnover minimum tax se exclude karta hai. Rule 8 ke mutabiq SME ki goods supply par section 153(1)(a) deduction minimum tax nahi hoti. Is ka matlab buyer ko har deduction rok dene ki general permission nahi; withholding aur annual adjustment separately check hote hain.
Normal regime audit selection aur final option ke rules alag hain. Rule 4 mein sections 177 aur 214C ka specified exclusion hai; isay tamam legal obligations se exemption na samjhein. Rule 9 baqi applicable Ordinance provisions ko continue karta hai.
Filing checklist aur common question
Manufacturing evidence, registration, full-year turnover reconciliation, taxable-profit working, withholding certificates aur prior option history ek file mein rakhein. Kya loss-making SME ko final option se zero tax ho jata hai? Nahi: gross-turnover basis accounting loss se automatically zero nahi hota. Apni eligibility aur option history pehle establish karein.
