Assalam-o-Alaikum! AM Tax Hub ki Income Tax Ordinance, 2001 — A-to-Z Master Series ke Episode 9 mein aapka khair-maqdam hai.
Is episode mein hum tax calculation ke do aise concepts ko samjhein ge jinhein taxpayers aksar ek doosre ke sath confuse kar dete hain: Deductible Allowances aur Tax Credits.
Dono ka objective qualifying circumstances mein tax burden ko legally reduce karna ho sakta hai, lekin dono ka calculation aur legal treatment ek jaisa nahi hota.
Deductible Allowance Aur Tax Credit Mein Kya Farq Hai?
Sab se pehle basic difference samajhna zaroori hai.
| Concept | Where It Works | Practical Effect |
|---|---|---|
| Deductible Allowance | Taxable income determine karte waqt | Qualifying amount Section 9 ke framework mein total income se reduce ho sakti hai, jis se taxable income kam hoti hai. |
| Tax Credit | Tax computation ke stage par | Applicable statutory formula ke mutabiq calculated tax liability ko reduce karta hai. |
Rs.100,000 deductible allowance ka matlab Rs.100,000 tax saving nahi hota. Isi tarah Rs.100,000 qualifying pension contribution ka matlab Rs.100,000 direct refund bhi nahi hota.
Final relief statutory formula, taxable income aur assessed tax par depend karti hai.
Section 60 — Zakat Deductible Allowance
Section 60 ke under taxpayer ko tax year mein Zakat and Ushr Ordinance, 1980 ke tehat paid qualifying Zakat ke amount ki deductible allowance mil sakti hai.
Agar wahi Zakat Section 40(2) ke under already take into account ki gayi ho, to usay Section 60 mein dobara claim nahi kiya ja sakta.
No Carry Forward
Agar Section 60 allowance current tax year mein fully utilize na ho, unused amount:
- refund nahi hota;
- next tax year carry forward nahi hota; aur
- previous year carry back nahi hota.
Online Zakat Calculator aap ko estimated Zakat determine karne mein help kar sakta hai, lekin Income Tax Return mein Section 60 allowance qualifying Zakat actually paid aur applicable legal evidence par depend karegi.
Section 60A — Workers' Welfare Fund
Section 60A qualifying person ko tax year mein paid Workers' Welfare Fund ke amount ki deductible allowance provide karta hai.
Relevant payment Workers' Welfare Fund Ordinance, 1971 ya applicable provincial WWF legislation ke tehat ho sakti hai.
Accounting Provision vs Actual Payment:Sirf financial statements mein WWF provision create karna Section 60A ke word “paid” ka substitute nahi samjha jana chahiye. Actual payment aur supporting evidence maintain karna important hai.
Section 60B — Workers' Participation Fund
Section 60B qualifying Workers' Participation Fund payment ke liye deductible allowance provide karta hai.
Applicable federal ya provincial legislation ke mutabiq paid amount aur supporting computation ko tax return working ke sath reconcile karna chahiye.
Section 60C — Current Legal Status
Section 60C is no longer an active deductible allowance.Old Section 60C housing-loan profit-on-debt allowance Finance Act, 2022 se omitted hai.
Is liye current return mein old Section 60C formula ko use karke housing-loan deductible allowance claim karna correct nahi hoga.
Lekin housing-related relief ka subject completely disappear nahi hua: current Ordinance mein Section 63A low-cost personal housing loan ke qualifying interest / profit ke liye separate tax credit provide karta hai.
Section 60D — Education / Tuition Fee Allowance
Section 60D individual taxpayer ko qualifying tuition fee paid during the tax year ke liye deductible allowance provide karta hai, provided individual's taxable income:
Less than Rs. 1,500,000Allowance ki maximum amount neeche diye gaye teen figures mein se sab se kam amount hoti hai:
- Tax year mein paid total tuition fee ka 5%;
- Individual ki taxable income ka 25%; ya
- Rs.60,000 × number of children.
Example
Assume karein:
- Taxable Income = Rs.1,200,000
- Tuition Fee Paid = Rs.300,000
- Children = 1
Calculation:
- 5% of Rs.300,000 = Rs.15,000
- 25% of Rs.1,200,000 = Rs.300,000
- Rs.60,000 × 1 = Rs.60,000
Teen limits mein se lowest amount apply hoti hai.
Unused allowance next year carry forward nahi hoti. Applicable law ke mutabiq either parent making payment may claim, subject to required institution information.
Section 60D allowance Section 149 employer salary-withholding calculation mein take into account nahi ki jati.
Part X — Tax Credits
Part IX allowances taxable income ko affect karti hain, jabke Part X tax credits applicable statutory formula ke zariye tax liability ko reduce karte hain.
Episode 9 mein individual taxpayers ke liye sab se practically important current provisions Section 61, Section 63 aur Section 63A hain.
Section 61 — Tax Credit for Charitable Donations
Section 61 qualifying donation, voluntary contribution ya subscription par tax credit provide karta hai when payment/property applicable eligible institution, organization, fund ya person ko di gayi ho.
Eligible recipients mein statutory conditions ke mutabiq examples include kar sakte hain:
- certain boards of education and universities;
- government-run educational institutions, hospitals or relief funds;
- qualifying non-profit organizations / Section 100C eligible persons; aur
- Thirteenth Schedule mein listed entities, organizations or funds.
Tax Credit Formula
Tax Credit = (A ÷ B) × CWhere:
- A = tax assessed before Part X credits;
- B = taxable income; aur
- C = qualifying donation amount subject to statutory ceiling.
General Ceiling
- Individual / AOP: up to 30% of taxable income;
- Company: up to 20% of taxable income.
Associate ko donation ki situation mein lower limits apply kar sakti hain.
Cash Donation Rule:Section 61 ke current statutory wording ke mutabiq cash amount qualifying calculation mein tab take into account hota hai jab woh crossed cheque drawn on a bank ke through paid ho.
Donation receipt aur recipient eligibility evidence preserve karein.
Sections 62 & 62A — Do Not Use Old Tax Guides
Older tax articles mein shares, insurance ya health-insurance credits Section 62 / 62A ke under mil sakte hain.
Current Position:Sections 62 and 62A were omitted by Finance Act, 2022. Purane formulas ko current return mein automatically use na karein.
Section 63 — Approved Pension Fund / VPS Tax Credit
Section 63 eligible person ko qualifying contribution or premium paid into an approved pension fund under the Voluntary Pension System Rules, 2005 ke liye tax credit provide karta hai.
Eligibility mein relevant person ka income generally:
- Salary; ya
- Income from Business
ke head ke under chargeable hona relevant hai.
Current Credit Formula
Section 63 Credit = (A ÷ B) × CWhere:
- A = tax assessed before Part X credits;
- B = taxable income;
- C = actual qualifying contribution OR 20% of eligible person's taxable income — whichever is lower.
Example
Assume:
- Taxable income = Rs.2,000,000
- Qualifying VPS contribution = Rs.300,000
- Tax before Part X credits = Rs.200,000
20% of taxable income:
Rs.2,000,000 × 20% = Rs.400,000
C = lower of Rs.300,000 and Rs.400,000:
C = Rs.300,000
Credit:
(200,000 ÷ 2,000,000) × 300,000 = Rs.30,000
Illustrative Section 63 Tax Credit = Rs.30,000 Age-Based Enhancement:Older material may show additional 2% contribution limits for persons joining VPS at age 41 or above. The statutory additional-contribution relief was time-bound and current TY2027 planning should not automatically use the old 30% or 50% enhanced limits.
For ordinary current calculations, use the applicable Section 63 20% rule unless your specific facts and applicable historic provision support another treatment.
Section 63A — Low-Cost Housing Loan Tax Credit
Current Income Tax Ordinance also contains Section 63A, inserted by Finance Act, 2025.
An individual may qualify for tax credit on relevant profit on debt, share in rent or share in appreciation paid on a qualifying loan used for construction or acquisition of one personal house, subject to statutory conditions.
Property Size Limits
- Personal house: land area up to 2,500 square feet; or
- Flat: total area up to 2,000 square feet.
Credit Formula
Section 63A Credit = (A ÷ B) × CC is the lower of:
- qualifying profit on debt paid in the year; or
- 30% of taxable income.
Profit already deductible under Section 15A cannot also receive this credit.
Where an individual claims Section 63A credit for a qualifying house or flat, current law also restricts another house/flat claim under this section during the subsequent fifteen tax years.
Sections 64B–65F — Specialized Business & Investment Credits
Part X mein individual reliefs ke ilawa manufacturers, integrated businesses, investment activities aur specified persons / industrial undertakings se related specialized provisions bhi maujood hain.
In provisions ko broad “everyone can claim” tax-saving schemes samajhna correct nahi hai.
Before Claiming a Specialized Credit:- section ka current legal status check karein;
- eligible establishment / person ki definition verify karein;
- commencement or investment dates check karein;
- minimum holding / employment / integration conditions review karein;
- applicable Tax Year aur Finance Act amendments verify karein.
Part X mein kuch historical provisions already omitted bhi hain. Is liye old tax manuals ya old YouTube videos ko current filing ka sole basis na banayein.

Documents You Should Keep
Tax relief claim karte waqt proper record keeping bohat important hai. Applicable case ke mutabiq documents mein shamil ho sakte hain:
- Zakat deduction certificate / relevant payment evidence;
- WWF and WPPF payment evidence and computation;
- tuition fee receipts and institution information;
- charitable donation receipt and qualifying-recipient evidence;
- crossed-cheque evidence for cash donation claim under Section 61;
- approved VPS contribution certificate;
- individual pension account / fund-manager statement;
- housing-loan agreement and annual profit certificate for Section 63A;
- tax computation showing formula used;
- filed return acknowledgement and supporting working papers.
Har supporting document ko har return ke sath automatically upload karna lazmi assume na karein. Records properly preserve karein aur jahan return form, filing procedure ya FBR specifically require kare, wahan relevant evidence furnish / upload karein.
Common Filing Mistakes to Avoid
- Deductible allowance aur tax credit ko same samajhna;
- old Section 60C housing allowance claim karna;
- Section 60D mein highest amount select karna instead of lowest;
- Rs.1.5 million education-income threshold ignore karna;
- unused Zakat allowance next year carry forward karna;
- WWF/WPPF payment ki jagah sirf accounting provision claim karna;
- ineligible organization ko donation de kar Section 61 credit claim karna;
- Section 61 cash-payment requirement ignore karna;
- VPS contribution ka full amount direct tax refund samajhna;
- old VPS age-enhancement rule TY2027 par automatically apply karna;
- ordinary mutual fund / insurance product ko approved VPS assume karna;
- Section 63A housing credit aur old Section 60C ko mix karna;
- same expenditure par double tax relief claim karna.
